An andalusian aeronautical association specialised in act as framework of the "cluster" Andalusian sector and providing support to the subsidiary companies of the sector and the relationship withs other institutions, associations and foundations is very interested in promoting excellence of cluster management in the CIP participating countries.
The association is looking for additional partners to join the call to increase the international competitiveness of the participants clusters.
The general focus of the association and the call is improving cluster and network management as an intrument for developing more world-class clusters in Europe. In fact high quality cluster and network management is critical for raising the innovation capability of cluster firms,offering more customised services to them in a more systematic manner, improving the image of a cluster abroad, and implementing cluster policies more efficiently.
The objective of this strand is to raise the level of excellence of cluster and network management in the EU by furher exploiting the results of this iniciative.
The expected deliverables are:
- Training tools, sucha as manuals, case studies, teaching notes and audivisual materials that are self explanatory so that they can be used by qualified instructors across the iniciative.
- A benmarking tool: aiming to benchmark the performance of cluster and network organisations on the basis of indicators such assement of their tipology and governance structure, diversity and output of the services offered.
- A collaboration platform: aiming to facilitate communication between cluster and network organisations by centralising relevant information about cluster and network organizations and their members into a single place.

Maximum Budget: up to a maximun of EUR 2.000.000
Maximum EU co-financing rate for eligible cost: 95 % of the total eligible costs of the action.
Deadline for submission of the concept note: 10/06/2011
Start up date for the action: September 2011
Maximun duration of teh actions: 24 months
Geographical elegibility: EU Member States,Switzerland, Iceland, Liechtenstein; Norway, Croatia, FYROM and Turkey.
The partners are expected to provide a detailed description of their regional or national training programme for cluster and network managers, incentives for the participation in Pan-European benchmarking exercises and the facilitation of the participation of cluster and network organizations in the European cluster Excellence (ECE) cooperation platform.
